The Forum operates as a convening and framework-stewarding platform, not as a regulator or implementing agency. Its governance architecture clearly distinguishes between decision-making authority, advisory expertise, and institutional collaboration, safeguarding independence and long-term trust.

The Board of Directors holds fiduciary and legal responsibility for the Forum. Board members act in the best interests of the Forum as a whole and in accordance with applicable law and the Forum’s constitutional documents.
